Sync does not store your information on servers in the cloud, avoiding cloud privacy concerns. By skipping the cloud, transfers can be significantly faster because files take the shortest path between devices. On OS X and Windows (if Sync is installed as an app) WebUI can be set up through configuration file. Sync uses peer-to-peer technology to provide fast, private file sharing for teams and individuals. You can use any browser to open the webpage. This is drawn on past experience of hosting a torrent tracker in ye-olde days of '08-10. Port - Syncs listening port of that remote peer, as defined in Sync. I don't use Resliio (was curious on the post), but googling it says it can use DNS names, so if you can set up a Dynamic DNS that automatically updates to the ever-changing IP address, it should all sync rather seamless. If you install Sync as service on a Windows computer, WebUI is also a default way to render UI. Use public or local IP address for peers located in different networks or LAN accordingly. This is the default and the only option on Linux based machines (NAS included). Peers know the shares ID from the shares link. By default Sync WebUI is used on Linux based computers, on Windows PC if installed as service and listens on 127.0.0.1:xxxx address, while for NAS listening port differs for each vendors, for workstations default port is 8888. Peers communicate their IP addresses and listening ports to the tracker, together with a shares ID. Sync UI can be opened as a web page in your browser.
